讲座提要：This paper studies the dynamic effect of U.S. Housing Voucher Program on low-income households’ labor supply, family formation and homeownership. With a variety of household dataset, I explore the policy which assigning housing assistance based on an income threshold to provide reduced form evidence showing that housing assistance reduce low-income people’s employment rate, marriage rate and homeownership rate. I then specify and estimate a life-cycle model of marriage, divorce, labor supply and welfare program participation to better understand the mechanisms behind these behavioral responses, carry out counterfactual analysis that evaluate the welfare effects of alternative program designs. Based on the model, I show that low-income people will work more if the housing assistance is unrelated to wage rate and if government imposes time limit of claiming housing assistance benefits. I also find that marriage rate will increase and homeownership rate will decrease in response to fixed amount housing subsidy and time-limited use of housing assistance.

主讲人简介：张宁，美国匹兹堡大学经济系博士候选人。2016年获得香港中文大学研究型硕士学位，2014年获得中国人民大学经济学学士学位。她的研究领域为劳动经济学和家庭经济学。
